SUMMARY:Cultural series - the importance of village regulations/Hương ước
DESCRIPTION:Vietnamese villages in the North and North Central Vietnam are ancient gathering places of Vietnamese farmers; they are  the cradle of the formation of core cultural values ​​of the  Vietnamese people. The village soon formed a complete and strict management institution\, including organizations based on forms of gathering of people\, operated mainly by village regulations. \n“Hương ước” = village regulations\, also known as village codes or village conventions are documents that record the regulations of a village. They exist together with the laws and they used to be tools to administer traditional Vietnamese societies. \nThis institution binds individuals and organizations together\, in common obligations and interests; helping Vietnamese villages survive the impacts of war and natural disasters\, forming valuable virtues and good traditions in farmers. \nHowever\, the village institution also has limitations and inadequacies that affect the development of the village; many factors today have become obstacles/resistance to development. \nVietnamese researchers often classify village regulations according to three periods: old (up to 1921)\, reformed (from 1921 to 1945)\, and new village regulations (from the early 1990s to the present day). \nTo understand more about this fascinating topic\, we invite you to attend a presentation on the topic: VIETNAMESE VILLAGE DESIGN\, FROM TRADITION TO  THE PRESENT\, including how the regulations arose\, how they were administered\, the different types and content…. \nWith Associate Professor. Dr. Bùi Xuân Đính (Vietnam Folk Arts Association). Dr Đính will speak in VN and Trần Doãn Lâm will translate into ENG \n  \nLàng Việt ở Bắc Bộ và Bắc Trung Bộ là nơi tụ tư xưa của người nông dân Việt; là cái nôi hình thành các giá trị văn hóa cốt lõi của người Việt. Làng sớm hình thành một thiết chế quản lý hoàn chỉnh và chặt chẽ\, gồm các tổ chức dựa trên các hình thức tập hợp người\, được vận hành chủ yếu nhờ hương ước. Thiết chế đó gắn kết các cá nhân\, các tổ chức với nhau\, trong các nghĩa vụ và quyền lợi chung; giúp cho làng Việt tồn tại bền bỉ trước những tác động của chiến tranh\, thiên tai\, hình thành trong người nông dân những đức tính quý báu\, những truyền thống tốt đẹp. Tuy nhiên\, thiết chế làng cũng có những mặt hạn chế\, bất cập\, ảnh hưởng tới sự phát triển của làng; nhiều yếu tố ngày nay đã trở thành trở lực/lực cản cho sự phát triển.
